Good national institutions are the most effective long term solution to governance challenges. A capable and accountable state creates more opportunities for poor people, provides better services and improves development outcomes through efficient allocation of resources within the Medium Term Expenditure Framework (MTEF).
This implies that civil and political societies work together on citizen participation in decision-making processes, in transparent and pro-active communication, strategies and policy selection while applying results-based management and public control on government actions.
