To meet project objectives, the project team must identify and implement all the activities necessary to achieve specified targets. The project baseline is the pilot-chart for reaching the goals and for effective coordination. This project baseline must detail the cost and duration for each activity and assign specific responsibilities to individuals or organizations. Deadlines, milestones and baseline budget should be identified as guidelines for future monitoring and control. Planning, scheduling, staffing and budgeting skills of the project team members are key success factors.
The donors, national institutions and the beneficiaries shall be informed about the progress of the ongoing activities and receive the relevant information when required. In order to do so, the necessary data shall be identified, collected and processed from the different sources and stakeholders. This process implies the implementation of an information system that will provide all the necessary status reports and relevant documentation for project monitoring.
