Projects funded by governments and international agencies such as the World Bank, the African Development Bank, the Asian Development Bank, UNDP, USAID, CIDA, or others, require the services of consultants to conduct studies or training. Projects also require the purchase of goods and equipment such as computers, medical supplies, furniture, heavy machinery, and others. Procurement is an important recurrent activity. Project funding and credit agreements often contain clauses that specify the procedures that must be followed when procuring goods and services. In this context project managers and procurement officers are challenged by a complex legal and political environment for which they have not necessarily been prepared.
Ineffective procurement can have severe implications. Budget overruns, unforeseen delays, disbursement difficulties and legal actions are some of the possible consequences of an inadequate procurement management.
