The majority of the financial backers and most countries have established policies and procedures for environmental and social issues that apply to all investments.
During the execution or implementation phase of projects/programmes, environmental and social monitoring is a process used to make sure that the requirements of the Environmental and Social Management Plan (ESMP) are well respected and transparent. It is of primary importance to define environmental and social indicators which will feed information to the ESMP implementation monitoring system, to measure the positive and negative changes caused by the project/programme and to make the necessary decisions for good governance. This system must also take into account the country’s requirements with regards to environmental protection (ratified international convention, MDG, sectoral regulations and norms) and the prerogatives of the financial partners so that the project/programme does not contradict national objectives.
