Within the context of development projects funded by multilateral agencies such as the World Bank, the Asian Development Bank, the African Development Bank, etc., the borrowing governments have to sign several legal agreements. This is done mainly through a Coordination Management Unit. The contracts include numerous partners: funding agencies, governments, Project Management Units (PMU), suppliers, consultants, government agencies, NGOs, etc. The public officers in charge of administrating these contracts have to deal with a variety of legal and specific information. Misunderstanding the operational aspects of the contract may affect the project’s performance and trigger legal, technical and financial problems.

In such circumstances, the achievement of the expected results depends on the managers’ ability to understand the legal framework, to master the operations related to the administration of contracts and to develop a financial management system, more specifically oriented towards the disbursement process.
