Procurement is a critical activity in implementing development projects funded by governments and international agencies such as the World Bank, the Asian Development Bank, the African Development Bank, UNDP, USAID, CIDA, or others. In order to implement projects, the PMU usually requires the services of consultants to perform studies or provide training. Project officers also purchase goods and equipment such as computers, medical supplies, teaching supplies, furniture, heavy machinery, and others.

The procurement activities occur recurrently. Project funding and credit agreements contain clauses that specify the procedures, norms that must be followed when procuring goods, works and services. In this context project managers and procurement officers are challenged by a complex legal and political environment for which they have not necessarily been prepared.

Ineffective procurement can have severe implications. Budget overruns, unforeseen delays, poor disbursement rates, and legal actions are some of the possible outcomes of an inadequate procurement management.

Practical Objectives
» Develop a global understanding of the procurement context and issues.
» Understand the guidelines, norms, processes and principles associated with the procurement under World Bank and other agencies’ guidelines.
» Prepare the procurement documents (Bidding Documents, Invitation for Bids, Terms of Reference, Request for Proposal, Evaluation Grid, Contract etc.).
» Define and plan all procurement stages and activities in order to prepare a procurement plan.
» Assist participants in the preparation and negotiation of contracts with suppliers.
