Professionalising public procurement requires both skilled practitioners and a framework that supports their professional development. Through PAGIPG, a World Bank-funded project, SETYM helped Benin address these two priorities.

The assignment combined training to prepare 250 procurement practitioners for accreditation, a review of the quality of existing training programmes and qualifications, and a feasibility assessment for establishing a national professional body for public procurement. Together, these components supported a more structured approach to developing and recognising procurement expertise.

Clearly defined competencies help institutions develop their teams and recruit professionals with the right expertise. Working with the Autorité de Régulation des Marchés Publics (ARMP), SETYM supported an initiative that led to the accreditation of nearly 300 officials from ministries, organisations and donor-funded projects.

MSPM® accreditation provided a common competency standard for procurement unit leadership roles, helping harmonise recruitment requirements. SETYM also assessed the feasibility of postgraduate qualification programmes covering the public procurement cycle, supporting the development of a structured professional learning pathway.

Strong procurement systems need expertise in both procurement delivery and independent oversight. SETYM helped the Tunisian Government’s Haute Instance de la Commande Publique (HAICOP) develop a national public procurement training strategy to address these complementary needs.

Training and accreditation programmes involved 55 officials in procurement and 54 in public procurement audit and control from HAICOP and other public institutions. The assignment comprised seven deliverables and aimed to build a critical mass of qualified professionals within the public administration.

Developing skilled trainers helps institutions sustain procurement expertise within their own teams. SETYM International delivered a capacity-building programme for trainers working with local and regional authorities, focused on public procurement procedures and contract management.

Based on the new procurement decree, the programme supported trainers in developing the expertise needed to help procurement practitioners apply the updated framework.

A lasting professionalisation strategy brings together expertise from across the procurement system. In 2024, SETYM International continued its MSPM® accreditation assignment in Côte d’Ivoire, with 88 additional professionals from public administration, the private sector and civil society gaining accreditation.

Building on previous cohorts, the continuation planned for 2025 was expected to bring the total to nearly 500 accredited professionals, reinforcing Côte d’Ivoire’s position as a reference for public procurement professionalisation in Africa.

The training combined key procurement concepts, practical tools and preparation for the accreditation examination, while developing structured working methods that participants could apply in their roles. This approach supported the long-term implementation of the national professionalisation strategy.

Professional development continues beyond accreditation. SETYM delivered training in Dubai for 17 SNEL staff and managers from Kinshasa, covering the procurement of works, goods and consulting services.

The programme refreshed the skills of professionals who had earned their Managers Spécialiste en Passation des Marchés (MSPM) accreditation in 2018, supporting their continued development as procurement practitioners.

Procurement professionals need to understand the specific challenges of the sectors they support. In 2024–2025, SETYM International delivered a sector-specific procurement training programme for the Islamic Development Bank (IsDB) in Saudi Arabia.

The five-week online programme supported 69 professionals across agriculture, energy, ICT, health and education. Live sessions, case studies and assessments connected procurement concepts with practical sector challenges through an interactive learning approach.

An expert team specialising in public procurement audit and control guided participants throughout the programme.

Sustaining procurement expertise requires institutions to develop their own trainers, learning resources and assessment capabilities. In 2025 and 2026, SETYM International supported the Agence de Régulation de Marchés Publics (ARMP) through PAGFIP, an African Development Bank-funded public financial governance project.

The assignment combined training, accreditation and coaching for 30 Managers spécialistes en formation professionnelle (MSFP®) with training for five specialists in training monitoring and evaluation (EIP).

SETYM also helped ARMP trainers develop a programme leading to the national professional certification in procurement (CIP). Support included producing, coding and archiving learning materials on the Pridesoft learning platform, making these resources available for future cohorts and supporting continuity in professional development.
