Training on Anti-Money Laundering and Fraud Prevention Practices

Description of Services Provided

 

The Central Bank of Congo (BCC) is facing the challenge of complying with international regulations on anti-money laundering and combating the financing of terrorism. The BCC aims to raise the standard of its practices and strengthen its teams so that the Bank can fully assume its supervisory role over the financial sector, reduce risks, and enhance the credibility of the Democratic Republic of Congo (DRC) with international institutions.

Two training programmes, each lasting four weeks (divided into two sessions of two weeks), are being organised.

The first is intended for 26 supervisors from the Fraud Unit, who must demonstrate to the Financial Action Task Force (FATF) in May 2025 their ability to manage banking risks related to money laundering.

The second session is designed to train 14 junior officers.

Specific Objectives

Enable BCC supervisors to acquire in-depth knowledge of international AML/CFT standards in order to:

  • Detect unusual or suspicious transactions

  • Ensure effective AML/CFT supervision and controls

Participants’ Feedback on the Training

  • This training was extremely useful to me. It enabled me to better understand how to identify, assess and manage risks related to money laundering and the financing of terrorism in my day-to-day work. What stood out most for me was the importance of the risk-based approach, which makes it possible to classify clients according to their level of risk and adapt our controls accordingly. For example, I will now be able to apply enhanced due diligence to high-risk clients such as PEPs or those who conduct a high volume of cash transactions. I also discovered practical tools, such as vulnerability assessment grids, compliance checklists and reporting templates that I can adapt to my institution. These will help me monitor suspicious transactions more effectively and produce clearer, more structured reports.

  • I greatly appreciated Adiba JAWAD’s delivery. She has an excellent command of the subject and is able to explain complex concepts in a clear, simple and practical manner. She kept our attention throughout the session by using concrete examples and by answering all questions with accuracy. I particularly valued her practical, straightforward approach, which is well aligned with the realities of our work on the ground. She is truly a competent, professional and engaging trainer.

  • The methodology used by the trainer generated strong interest and made the session dynamic. We did not feel bored at any point, and the explanations were very clear. The discussions and debates around practical case studies greatly enhanced our understanding.
