Webinar Objectives: Public Procurement Policies and Contract Management
• Explain the key changes in procurement policies and procedures and discuss the strategy and procurement plan.
• Detail the general procurement provisions and outline the main steps of International Competitive Bidding (ICB/AOI).
•Explain alternative procurement methods for goods, works, and non-consulting services.
Consulting Services and Selection Methods
•Identify the key principles that define consultants and consulting services.
•Differentiate between procurement guidelines for goods, works, and services.
• Define prior contracting and retroactive financing.
• Understand the purpose and fundamentals of Quality and Cost-Based Selection (QCBS), including its main steps from advertisement to contract award.
• Explain other consultant selection methods.
Contract Management and Cost Control
• Identify the essential elements of a contract management plan.
• Review contract management guidelines and prepare for the final assessment.
• Understand cost management principles, different payment types (monthly, milestone-based), and key contract guarantees.
• Develop a cost monitoring table.
• Recognise the importance of project management software and identify challenges in works contracts.
• Explain the specificities and application of Design & Build (D&B) contracts.
• Participate in claims assessment and understand contract completion and defect notification periods.
Supply Chain and Risk Management
• Understand the importance of supply chain management in procurement.
• Learn to apply authorized Incoterms under IsDB procurement guidelines.
• Identify key risks in goods contracts and how to effectively manage them.
