Professional Accreditation in Public Procurement

Our partnership with the École des sciences de la gestion de l’Université du Québec à Montréal (ESG UQAM) underlines our determination to professionalise the public procurement function. Together, we have developed a professional accreditation program in public procurement, which is designed to equip professionals with the skills and professional ethics required for effective, transparent management in this field.

Creating this certification also involved developing a training programme to prepare candidates to sit the accreditation exams, designing an electronic exam system, defining administrative processes to manage applications and renewals, and developing a public directory of accredited managers.

As part of PAGIPG, a project financed by the World Bank, SETYM fulfilled a mandate to support the professionalisation and institutionalisation of the body of public procurement specialists. This project had three objectives: to provide training with a view to award accreditation to 250 public procurement professionals, to assess the quality of training and diplomas offered in the field, and to analyse the feasibility of creating a national professional order for public procurement.

Senegal

In partnership with the Autorité de Régulation des Marchés Publics (ARMP), SETYM International carried out a feasibility study for the establishment of a range of post-graduate public procurement training programmes. This major effort toward professionalisation has resulted in the accreditation of nearly 300 executives from various ministries, organisations and donor-funded projects in Senegal. MSPM® accreditation was implemented to standardise the role of coordinator/head/manager of the procurement unit. As a result, the position must now be filled by a certified individual, with recruitment simplified by harmonising the job profile through the standardisation of required skills.

Tunisia

To the satisfaction of the Tunisian government’s Haute Instance de la Commande Publique (HAICOP), SETYM International successfully fulfilled a mandate to develop a national public procurement training strategy.
