Description of Services Provided

Twenty staff members and managers from various BOAD departments took part in this training programme, which was held at the Hôtel 2 Février in Lomé from 3 to 14 November 2025.

A Public-Private Partnership (PPP) is a long-term contractual arrangement through which a public authority partners with a consortium of private-sector companies for the design, construction, financing and operation of public infrastructure projects.

This seminar, which followed on from the Public-Private Partnership Management training programme, enabled participants to develop a thorough understanding of the methodologies used in the preparation of project business cases, particularly risk analysis and financial analysis, in order to assess the PPP potential of public infrastructure projects. It also covered the methodologies required for the preparation of procurement documentation, including PPP contracts.

Specific Objectives

  • Familiarise participants with the implementation of PPP procurement processes and the contractual framework governing Public-Private Partnership agreements, including sustainability requirements and recent contractual innovations.
  • Develop participants’ ability to prepare a comprehensive business case, including risk analysis, in order to assess the value for money generated through the use of a PPP approach.
  • Equip participants with the skills required to conduct the financial analysis of public infrastructure projects and perform cost-benefit analyses of alternative project delivery methods.
  • Enable participants to develop and implement various PPP business models.

  • “The concept of competitive dialogue particularly captured my attention as an approach that enables bilateral discussions with bidders within the framework of a PPP contract, allowing the contracting authority to select the most advantageous proposal. Through examples of projects implemented in Canada, I was able to discover and better understand different approaches to PPP projects. Practical case studies supported by real-life examples helped us appreciate the financial models suited to PPP contracts.
