Description of the Services Provided

A ten-day training programme was delivered to 21 civil servants from various government ministries involved in public procurement, including procurement coordinators, procurement managers and officers, contract managers, procurement monitoring officers, legal advisers, auditors, inspectors and controllers.

The programme aimed to strengthen participants’ competencies across the entire World Bank-funded procurement cycle by combining the regulatory framework with practical considerations, thereby enhancing project management performance in Guinea-Bissau. Particular emphasis was placed on interaction, practical application and the exchange of experiences among public procurement practitioners.

Specific Objectives

  • Understand the procurement principles set out in the World Bank Procurement Regulations and compare them with those of other technical and financial partners.
  • Review and discuss the applicable regulatory and legal frameworks.
  • Prepare a complete bidding document.
  • Plan the stages and activities involved in a competitive bidding process and a Quality- and Cost-Based Selection (QCBS) procedure.
  • Develop and complete a Procurement Plan (PP).
  • Evaluate bids and proposals.
  • Apply sustainable public procurement practices.
