Professionalising public procurement: a training-of-trainers programme in public procurement launched in Yaoundé

Strengthening public procurement capacities on a sustainable basis

A training-of-trainers programme focusing on the development of pedagogical tools and the strengthening of skills in public procurement is currently taking place in Yaoundé, Cameroon, and will run until 6 March 2026. The programme brings together 35 participants from institutions involved in public procurement and forms part of a structured approach aimed at sustainably professionalising practices and supporting knowledge transfer within public administrations.

This initiative is aligned with the national strategy for the professionalisation of the public procurement sector, led by the Public Procurement Regulatory Agency (ARMP), with the support of the African Development Bank (AfDB) through the Public Finance Governance Support Project (PAGFIP). Its objective is to sustainably structure competencies and enhance the effectiveness of public procurement management practices.

International expertise in support of training

The programme is delivered by SETYM International, using an approach focused on skills transfer, the standardisation of pedagogical tools, and the establishment of a national pool of qualified trainers capable of delivering standardised training to public procurement practitioners.

The opening of the programme was marked by the presence of Mr Larbi BENNOUNA, President and Chief Executive Officer of SETYM International, highlighting the organisation’s commitment to working alongside Cameroonian authorities and their partners in strengthening institutional capacities.

The delivery of this training programme is supported by the expertise and commitment of SETYM International’s consultants Jean-Claude PIERI, Thierno Ousmane SY and Modeste YAMEOGO, whom we thank for the quality of their support and their active contribution to the successful implementation of this session.

Beyond the training itself, this initiative forms part of a long-term vision aimed at structuring knowledge transfer, strengthening institutional capacities and supporting the ongoing professionalisation of public procurement in Cameroon.

This initiative has also received coverage in Cameroon Tribune, the national daily newspaper of reference, through the publication of the official communiqué issued by the Public Procurement Regulatory Agency (ARMP). This coverage highlights the importance attached to this training-of-trainers programme, as well as the role of SETYM International in supporting Cameroonian institutions in the professionalisation of public procurement. It reflects the institutional significance of this initiative and its contribution to the sustainable strengthening of capacities within the public procurement sector in Cameroon.

Professionalising the public contracts sector

” In line with the national strategy to build capacity in the public contracts sector and in accordance with its Strategic Performance Plan for 2030, the Public Contracts Regulatory Agency (ARMP), which oversees and facilitates the system, has initiated a comprehensive public contracts training and certification programme.

The first certification training session, designed for around 30 trainers, is scheduled to take place from 19 January to 6 March 2026 in Yaoundé. This initiative is supported by the African Development Bank (AfDB) through the Public Finance Governance Support Project (PAGFIP).

Facilitated by SETYM International and utilising the innovative e-learning platform provided by the PRIDESOFT system, this training is integral to the overarching strategy to professionalise the skills chain across all stages of the public contracts management cycle. The programme aims to develop standardised training tools and build a national pool of accredited trainers dedicated to delivering consistent and effective training to public contracts stakeholders.”

Professionalisation of Public Procurement in Côte d’Ivoire: 88 New PPMS® Experts Certified

On 14 August 2025, the Public Procurement Regulatory Authority (ARCOP) organised in Abidjan the official certificate award ceremony for the 2024 cohort of the Manager Specialist in Procurement (PPMS®) programme.

A total of 88 new experts from the public sector, the private sector and civil society received their accreditation, joining the previous cohorts. With more than 400 professionals certified since 2022, Côte d’Ivoire now stands out as a leading country in West Africa in the professionalisation of public procurement actors.

A structuring partnership between ARCOP and SETYM International

This programme is part of the National Capacity-Building Strategy (SNRC) in public procurement, adopted by the Ivorian government in 2021. Since 2022, ARCOP and SETYM International have been working closely together to:

  • Train public and private managers in international best practices in procurement and contract implementation;

  • Assess and certify participants’ skills through a rigorous accreditation process;

  • Strengthen public governance by contributing to greater transparency, rigour and efficiency in public procurement management.

An expanding momentum

With a 32% increase in the number of accredited professionals in 2024 compared to 2023, the momentum initiated by ARCOP and SETYM International highlights the strategic importance of this programme for the Ivorian state.

 

The mandate will continue in 2025 and will bring the total number of accredited PPMS® experts to nearly 500, thereby consolidating Côte d’Ivoire’s role as a model in the professionalisation of public procurement in Africa.

SETYM International at the Africa CEO Forum 2025: Strategic Engagement and Renewed Commitment

???? Abidjan, Republic of Côte d’Ivoire — The 12th edition of the Africa CEO Forum, held on 13 and 14 May 2025, brought together over 2,000 business leaders, investors, ministers, policymakers and heads of state from across Africa and around the world to discuss the continent’s economic future.

SETYM International was represented by its President and CEO, Mr Larbi Bennouna, who participated in several high-level meetings at this flagship event for Africa’s private sector.

A summit focused on public-private partnership

The central theme of this edition, “Can a new public-private deal reshape the future of the continent?”, highlighted the profound economic transformations underway and the urgent need to build strong alliances between institutional and economic actors to ensure sustainable and inclusive growth.

Over the course of two days, conferences, panels and discussions addressed major issues such as : 

  • economic sovereignty, 
  • the rise of local value chains, 
  • infrastructure development, 
  • modernisation of public administrations, 
  • and the growing role of the private sector in transforming African economies.

Canadian and Quebec partners mobilised

Mr Bennouna’s participation in the event was highlighted by several meetings organised by the Canadian Trade Commissioner Service, a global network present in over 160 cities. Its mission is to support Canadian businesses in their international expansion by providing targeted support, concrete opportunities and tailored funding programmes.

On behalf of SETYM International, Mr Bennouna warmly thanked the entire team for their professionalism, field presence and unwavering support.

SETYM also wishes to highlight the outstanding work of Investissement Québec International (IQI), whose active presence in Abidjan reflects a genuine commitment to economic collaboration between Québec and the African continent. The discussions held helped strengthen strategic ties around a shared vision of sustainable development and global outreach.

Guinea-Bissau: First Training Conducted by ENA under the Supervision of SETYM International

Today marked a significant milestone: the official opening ceremony of the procurement training programme held at the National School of Administration (ENA) in Guinea-Bissau.

This training holds particular importance, as it is being delivered by national trainers under the supervision of SETYM. SETYM trained and accredited these trainers, while our consultants provided guidance and support throughout the training of the first cohort.

This mission is part of an ongoing initiative launched two years ago, aimed at building procurement capacity in Guinea-Bissau. With a focus on sustainability and long-term impact, our objective is to establish a core group of national trainers through the transfer of knowledge and expertise.

SETYM International Wins the “Business with Africa” Award at the REPAF Vision and Inspiration Excellence Gala

SETYM International was honoured with the prestigious “Business with Africa” Award at the Vision and Inspiration Excellence Gala, organised by the Réseau des Entrepreneurs et Professionnels Africains (REPAF). Ingrid Martin, Senior Coordinator of Customer Service at SETYM International, accepted the award on behalf of CEO Mr Larbi Bennouna. The CEO of SETYM International was on a development mission in Africa and was therefore unable to attend the ceremony—yet another example of the organisation’s on-the-ground commitment. This absence was highlighted by Martin as “a living testament to our active engagement.”

The gala also spotlighted TransNumerik, another finalist for the award, showcasing the quality and impact of the nominated companies’ contributions. SETYM International extends its gratitude for being nominated alongside TransNumerik, a company that shares our commitment to sustainable development in Africa.
